What's a good website host?

Currently I have Yahoo Small Business, which I’ve been with for 3 years. They’re really good, except that they raised the price of their service. It started out as .99 month, then they raised it to .95 a month.

I’m looking for a cheaper host (doesn’t have to be for business) that offers a SiteBuilder program that can be downloaded onto the computer, so that I can design my website without being on the web. Yahoo Small Business has this feature, which I like. Is there a more affordable service that has this feature?

Which webhost should I use to make my web page on?

I just want my own homepage so that I can put it on my resume, advertise my own computer programming business, to put my resume online and I have always wanted to tried making one cause I read about Dreamweaver, Flash, PHP, HTML, XML,CSS etc so I want to try it. I never really made a web page (embarrassing cause I have Bachelor of Computer Science degree but specialized in Biomedical Computing). At work I was forced to make an online survey using ASP.net and I liked it. I need help in explaining what tools should I use to make a web page like ASP.net vs. HTML, PHP etc. But mainly I want someone to recommend a cheap host for me to try for now. My parents use Easyhosting and I am confused about the pricing like they purchased the domain instead of paying the monthly webhosting plan but I don’t what features my parent’s webpage includes like if there is CSS and PHP because it doesn’t list cost of buying domain and the features included.

Thinking on Starting a Website?

I really want to start a website for the sole purpose of making money. I have basically no ideas for the website other than coming up with a good domain name(so it will show up in searches) and getting ads(to make money). But how does one go about getting affiliates for their website, do websites have some kinda form for other websites to sign up for.
and for anyone who wants to give me links, i dont wanna go with somthing like geocities i want my own domain.
Im also looking for a good (but cheap) host that will support most anything except maybe "add to cart" and things youd only need for a business based site,I plan on making it myself with the help of software and such.
My knowledge on this whole matter is limited so please explain in terms ill understand. any info is appreciated.
In response to the second answer:i actually planned on making the site about one specific thing and having multiple links to sites that have that specific product or info about that thing.
Like how some porn sites are nothing but links to other porn sites, they have no real pics of their own.
Im not sure what the specific thing would be yet tho. Which is why I wanna know how to get affiliates before i go and get a domain name that has somthing to do with "one specific thing" only to find out i cant get any paying links to these things.
I hope that better explains where im coming from.
